Ingredients

  • 2 1/4 cups heat-treated all-purpose flour
  • 1 1/2 cups mini chocolate chips
  • Pinch of salt
  • Chocolate ganache or frosting (optional)
  • More mini chocolate chips (optional)
  • Whipped cream or ice cream for serving (optional)

Instructions

  1. Preheat oven to 350°F (175°C) and prepare two round cake pans with parchment paper and grease.
  2. In a mixing bowl, whisk together melted butter, granulated sugar, and brown sugar. Add eggs and vanilla, mixing until smooth.
  3. In another bowl, combine flour, cocoa powder, baking powder, and salt; then mix into the wet ingredients. Fold in chocolate chips.
  4. Divide batter in prepared pans and bake for 22–25 minutes. Let cool.
  5. Heat-treat flour for cookie dough by spreading it on a baking sheet and baking for 5 minutes. Let cool.
  6. Beat together softened butter, brown sugar, and granulated sugar until creamy. Mix in milk and vanilla.
  7. Gradually add heat-treated flour and pinch of salt, then fold in mini chocolate chips. Refrigerate for 20 minutes.
  8. Assemble by layering one brownie, spreading cookie dough, then topping with the second brownie layer.
  9. Top with chocolate ganache or frosting, chill for at least an hour before serving.
